The proposal is to remove and replace four single-glazed steel casement windows with UPVC double-glazed casement windows. The new windows will replicate the original design as closely as possible while using modern materials to improve thermal insulation, energy efficiency, and security for the occupants. The property is a brick and block construction with a flat roof, built in the early 1970s. It comprises 12 flats, 2 ground-floor retail units, and an underground car park. The flat in question (Flat 9) is located on the second floor and lies outside, but near to, the Norland and Ladbroke Conservation Areas. The windows face the rear and overlook the parapet roof above the shop unit. The existing steel windows are now outdated and fail to meet current standards for insulation and security. The proposed replacements will improve comfort and performance while maintaining the character of the building. It is noted that Flat 7 within the same building was granted retrospective planning permission (ref: PP/20/07135) in December 2020 for similar replacement windows. We hope that this precedent will support approval of the current application.
